RCI registration for special educators means enrolment on the Rehabilitation Council of India’s Central Rehabilitation Register (CRR), and under section 13 of the RCI Act only people who hold a recognised qualification and are on that register may practise as special teachers. Since 14 October 2025 a registration is valid for seven years and renews automatically once 100 continuing education points are earned. This guide is for special educators keeping their registration current, and for parents who want to check the number a professional gives them.

Is RCI registration mandatory? What the RCI Act says

The Rehabilitation Council of India Act, 1992 came into force on 31 July 1993 and was amended in 2000. It names the rehabilitation professionals it covers, among them audiologists and speech therapists, clinical psychologists and special teachers, and it sets up the Central Rehabilitation Register. Anyone holding a qualification in the Act’s Schedule of recognised rehabilitation qualifications can be enrolled on it.

Section 13(2) says that no one other than a registered rehabilitation professional with a recognised qualification may hold such a post in government or in an institution maintained by a local or other authority, practise as a rehabilitation professional anywhere in India, sign certificates the law requires a rehabilitation professional to sign, or give expert evidence in court on disability. Under section 13(3), a person who breaks this rule “shall be punished with imprisonment for a term which may extend to one year, or with fine which may extend to one thousand rupees, or with both.”

Two limits matter. Under section 25, a court can act only on a written complaint by a person authorised by RCI, so prosecution is not automatic. And section 13(2A) lets doctors and paramedics in certain specialities carry out these functions when they work in government-owned or government-funded hospitals notified by the Centre. RCI’s own statutory warning, quoted by the Supreme Court in 2021, says practising without registration is an offence in government, non-government and private practice alike. This is general information, not legal advice.

Who must register, and who cannot?

RCI registers 16 categories of professional under section 19 of the Act, and its public search adds two more. The categories families most often meet are listed below. If a professional in one of these roles tells you they are qualified, they should be able to give you a CRR number, and the number should match the role.

  • Special teachers for education and training, known in schools as special educators
  • Clinical psychologists
  • Rehabilitation psychologists
  • Audiologists and speech therapists, also called speech-language pathologists
  • Rehabilitation counsellors and administrators
  • Rehabilitation social workers
  • Multipurpose rehabilitation therapists and technicians
  • Vocational counsellors, employment officers and placement officers

There is no category for shadow teachers, occupational therapists or behaviour analysts, and none for counselling psychologists in general. A shadow teacher who holds an RCI qualification such as a D.Ed. or B.Ed. in special education should be registered as a special educator; one without such a qualification cannot register, and should be judged on the checks in our guide to verifying qualifications and references.

Personnel or professional: which CRR number do you hold?

RCI distinguishes between diploma and degree levels. Graduates of the D.Ed. Special Education register as “Special Educator – Personnel”. Graduates of the B.Ed. Special Education must obtain a Registered Professional Certificate, which the B.Ed. norms describe as mandatory under section 13. If you are still choosing a course, how to become a special educator in India compares the routes and what each leads to.

The detail that catches people out is the number itself. When someone registered as personnel adds a professional-level qualification, their CRR number changes, and only the new number is valid. A special educator who has moved from a D.Ed. to a B.Ed. should update their CV, their employer and any agency they work with. A parent given an older number may find it does not match the qualification being claimed, and should simply ask for the current one.

RCI registration validity and the rules since 14 October 2025

RCI Office Memorandum F.No. 7-8/CRR/RCI, effective from 14 October 2025, supersedes all earlier orders on registration. At the time of writing (September 2026), these are its main rules. Confirm the current version on RCI’s norms and guidelines page before relying on any of them, because RCI changes its rules by memorandum and older versions stay online.

  • Fees: none for a fresh CRR number, a renewal or an added qualification.
  • Graduates of NBER-run diplomas and certificates, who already hold an enrolment number, can download their CRR automatically once final results are declared.
  • Degree and postgraduate students can pre-register for 100 rupees in the first three months of the course; after that, the fee to apply is 500 rupees.
  • Validity: seven years from registration or renewal. Five-year registrations that were valid on the memorandum’s date were extended by two years automatically, with CRE points kept.
  • Automatic renewal: in the 90 days before expiry, if the account holds at least 100 CRE points. Points do not carry forward to the next cycle.
  • Aged 65 and over with an active registration: renewed free, without CRE points, for ten years at a time.
  • Gaps and late registration: a penalty of 100 rupees for each month of delay, capped at 5,000 rupees and paid online, plus the 100 CRE points. The gap counts as null and void, not as active registration.
  • New qualifications should be registered within six months.

RCI’s portal FAQ still describes the older rules: five-year validity, a one-year grace period and a late penalty of 1,500 rupees. The October 2025 memorandum replaced them, so where the two disagree, go by the memorandum.

How do CRE points and renewal work?

Continuing Rehabilitation Education (CRE) is RCI’s system of points for ongoing training. Under norms effective from 14 October 2025, CRE can be earned online, offline or through experiential learning, and you must score at least 60% on the programme’s questions to earn the points. They appear on your CRR dashboard, and RCI no longer issues hard-copy CRE certificates, so check the dashboard after each programme rather than keeping a paper file.

Points are capped per programme: a participant can earn up to 6 points a day, or 8 a day at international-level programmes, and a resource person up to 15 per conference. Students on RCI courses can earn pre-CRE points, up to 10 a year and 20 in total, which carry into their registration. The current norms set no annual minimum or maximum; the figure that matters is 100 points within each seven-year cycle, earned steadily rather than in a rush before expiry.

How to check RCI registration online

RCI keeps the Central Rehabilitation Register public, and section 23 of the Act makes it a public document under the law of evidence. Checking a number takes a few minutes and needs no login, and a registered professional should expect families to do it before the first session. These are the steps.

  1. Ask the professional for their CRR number and a copy of their e-certificate, which registrants can download from their own dashboard on the portal.
  2. Go to RCI’s registration portal, rciregistration.nic.in, which is linked from the council’s website, rehabcouncil.nic.in, and open the CRR Register.
  3. Search by CRR number or by name. A second search, by state, category and qualification, helps where a name is spelled differently.
  4. Match the CRR number, the name, the category and the qualification against the certificate and against what the professional has told you.
  5. Ask when the registration was last renewed and whether it is active; if the record does not make this clear, ask to see it on their dashboard.
  6. If nothing matches, ask before assuming the worst: a number that changed on moving from personnel to professional registration is one innocent explanation.

A CRR number tells you that a qualification is recognised and registered. It does not tell you how someone works with a child. The checks Special Minds runs on every candidate start with confirming the qualification with the issuing institution, and go on to identity, work history, references spoken to and two interviews, one of them on safeguarding.

Why renewal matters

An unrenewed registration can cost a job. On 12 May 2026, in the continuing Rajneesh Kumar Pandey case on special educators, the Supreme Court recorded that some contractual special teachers in Punjab had not been recommended for regularisation partly because they had not renewed their CRR. It accepted, as fair and just, the submission that renewal is a requisite condition, and gave those teachers liberty to renew with RCI.

Employers check the same thing. Kendriya Vidyalaya Sangathan’s recruitment rules require a valid CRR number for its special educator posts, and on 28 April 2026 the Supreme Court described the RCI certificate as “the statutory mandatory qualification”. Under the October 2025 rules a gap counts as null and void rather than registered time, so restoring a registration later does not turn the missed months into registered ones.

For a practising special educator the routine is simple. Know your expiry date, and keep it somewhere you will see it. Earn CRE points through the cycle. Register any new qualification within six months. And look at your dashboard in the months before expiry to confirm that automatic renewal has happened, rather than assuming it has.

What this means for families hiring support

Ask every special educator, clinical psychologist and speech-language pathologist for a CRR number, and check it. Do not expect one from a shadow teacher who holds no RCI qualification, because there is no category they could hold, or from an occupational therapist, because RCI does not register them. For those roles the checks are different, and who does what around your child explains how to check each professional.

Special Minds confirms qualifications with the issuing institution before a family sees a candidate. Checking a CRR number yourself still takes only minutes and is worth doing whoever introduced the professional, because a register is only useful if people look at it, and a properly registered professional loses nothing when you do.

Questions

Is RCI registration mandatory for special educators?+

Yes, to practise as a special teacher or hold such a post. Section 13 of the RCI Act restricts both to people with a recognised qualification who are on the Central Rehabilitation Register. KVS requires a valid CRR number, and the Supreme Court has called the RCI certificate the statutory mandatory qualification.

How long is RCI registration valid?+

Seven years from registration or renewal, under rules effective from 14 October 2025. Five-year registrations that were valid on that date were extended by two years automatically. Professionals aged 65 or over with an active registration are renewed for ten years at a time without CRE points.

How many CRE points do I need to renew my CRR?+

One hundred within the registration cycle. Renewal happens automatically in the 90 days before expiry if your account holds at least 100 points, and points do not carry forward to the next cycle. The current norms set no annual minimum.

What happens if my RCI registration lapses?+

You can restore it by paying a penalty of 100 rupees for each month of delay, capped at 5,000 rupees, and you still need 100 CRE points. The gap counts as null and void rather than registered time, which can matter to an employer checking your record.

Is there a fee for RCI registration?+

The October 2025 rules list no fee for a fresh CRR number, a renewal or an added qualification. Degree and postgraduate students pay 100 rupees to pre-register in the first three months of their course, or 500 rupees if they apply later, and late renewal carries a monthly penalty.

Does a shadow teacher need an RCI registration number?+

There is no RCI category for shadow teachers, so a shadow teacher without an RCI qualification cannot register. One who holds a D.Ed. or B.Ed. in special education should be registered as a special educator, and families can reasonably ask for that number.

Where do I find a special educator’s CRR number?+

Ask the special educator for it, together with the e-certificate they can download from their RCI dashboard. Then look it up on RCI’s public CRR Register, which can be searched by number or name without a login, and compare the details with the certificate.
