Benchmark disability
A specified disability of 40% or more, as certified by the certifying authority, under Section 2(r) of the RPwD Act, 2016. Some rights apply only at this level, such as free education from six to eighteen under Section 31, while the Act's duties on inclusive education cover children with disabilities more widely.
